Penelope is an average build for a girl her age. She has long dark hair which is typically tied back into a long ponytail to keep it from getting in her way. She never leaves the house without her blue choker, a necklace that previously belonged to her deceased mother.
When not in uniform she typically wears a full well-tailored suit. She wears a long black coat with gold trims and matching long black slacks with the same gold trim at the end. Under her coat she wears a gray striped vest, a white long sleeve dress shirt, and a black tie. Slinging on her hips is a belt and a pouch that holds her Duel Monster deck.
She stands with perfect posture and does not slouch when she sits. Her movements are overly rigid and sharp, like a military soldier snapping to attention. She often seems serious, sad, or slightly wistful as though longing for better days.

Penelope is exceedingly stoic and unemotional most of the time. She is often described as mature and wise beyond her years and generally takes her time before speaking. She generally refrains from sharing her opinions and mostly speaks in factual terms. When she has to give an opinion she generally goes on a long monologue to explain what exactly she chose, why she made her selection and what types of evidence she would need to change her mind.
She is mostly agreeable and willing to help people even if doing something would greatly inconvenience or embarrass her. She is the type to drop her entire plans for the day just to help someone complete some minor task. Despite this because of her muted expressions, it does not seem like she enjoys helping people. She merely does so out of some sort of ill-gotten sense of civic duty.
She rarely ever talks about her past, and always tries to shift focus to other things if she's ever put on the spot.
She does not have much for a competitive spirit and will not be upset if she loses a duel.
Penelope is rather unfeminine and unlady-like, though that's not to say she's some sort of hooligan. Her behavior would be better described as gentlemanly and chivalrous than anything else.
HISTORY
Penelope's father was not always the butler of the Timore family. Prior to Penelope's birth Mr Springs was the butler of a wealthy family in Western Germany, but his life changed drastically after Penelope was born. He never wanted to go into details, but Penelope could venture a guess that it had something to do with alcohol (since he always refused a drink and she was sure grown-ups 'loooved' the stuff) and it probably also had something to do with her mother's death (which he similarly refused to talk about). Nevertheless, when not talking about his past or his late wife, Mr Springs was a happy, jolly and upbeat gentleman. He always remarked how he and Penelope were so lucky in life. They were lucky that he had met Mr Timore when he did, they were lucky they got to live in the Timore manor, and they were lucky that Mr Springs had steady employment. With a dead mother and with a butler as a father and no real opportunity for economic or social mobility, Penelope wasn't sure about that.
Despite how much her father prattled on about luck, Penelope did love and respect him. Even though he didn't want to talk about it, she knew he must have suffered some incredible hardships to make it where he did. The Springs family wasn't particularly wealthy, however due to her father's work she was able to enjoy many of the perks of upper-class society. She lived in a large room in an opulent mansion, she could enjoy the finest foods in the world, and she spent a lot of time mingling and mixing with people in higher society, specifically the Timore family. However Penelope was always acutely aware that she wasn't exactly an equal to the other family in the house. The Timore's would offer her some token present on Christmas but it was never anything she actually wanted. They helped pay for her education and got her into the same fancy schools their own son, Reiji Timore was enrolled in, but she had a feeling it was more like they wanted her to look after him and they wanted someone to pay to be his playmate.
Despite being the same age as him, Penelope often felt as though she was to act as the more mature one of the two. When he threw tantrums as a little kid, she would have to calm him down. When he left his toys thrown around, she felt as though she was expected to pick up after him. These were never officially defined by the Timore's, and she had never seen them angry or upset at her, but she wanted to keep it that way. But her and Reiji weren't exactly enemies. They didn't quite care for each other at first, but soon she had learned to be his friend and closest confidant growing up. They were inseparable growing up, going to the same schools, walking home together, and they went to all the same classes. When he was bored they would play together. When their schoolmates picked on her for being poor, Reiji would rush to defend her. When the school dance came, Penelope taught him how to dance to impress the girls.
While she didn't believe in the same mysterious force of "luck" her dad professed so much devotion to, she did admire her father's spirit and hardwork and she strieved to learn to be more like him, helping him cook and clean and manage the day-to-day activities around the house. And even though Reiji Timore was a bit immature and had a one-track mind she had grown fond of him and wanted to always be by his side, to care for and support him.
Reiji Timore’s father however had noticed how close the pair had become and began feeling rather uneasy about their relationship. Reiji was the heir to the Timore Company and one day he would have to get married. Mr Timore wanted Reiji’s future wife to be a woman of equal social standing to him, like the beautiful Tomozawa girl. To be blunt, he didn’t want Reiji to end up married to Penelope, even if the kids themselves wouldn’t acknowledge their obvious affection towards each other.
As time went on Mr Timore happened to see a few red flags between the pair that seemed to hint at a status closer than friends. He caught them cuddling in bed together on more than one occasion, usually with the excuse of them having just watched a scary movie. They often shared food and beverage, drinking from the same glass and sharing the same utensil. They held hands all the time, and in general clung onto each other, leaned on each other as they walked or walked with arms interlocked. When trying on clothes for big parties or other events they’d often tried on multiple outfits in front of each other. The final straw however was when Mrs Timore found Penelope Springs’s bra in her son’s room and brought it to her husband. Neither of them wanted to know the exact details behind it, but they knew something drastic needed to be done
Around this time, Reiji had become a big fan of the game Duel Monsters. Though she was often asked to play at first, Penelope really didn't have a knack for it. He beat her at the game many times no matter what decks they used. Eventually, Reiji stopped asking Penelope to duel, and when she asked why he responded by saying that Penelope wasn't any good at the game and he wanted more of a challenge.
Penelope confided in her father that she longed to become a better duelist for Reiji's sake. Mr Springs spoke to Mr Timore, and a plan began to form between the adults. Mr Springs wanted to send Penelope away to a Duel Academy so she could become a better duelist, while Mr Timore just wanted to send Penelope away to be away from his son. They'd kill two birds with one stone by sending her away to a far off Duel Academy, in this case Liberta Academy in Silvershine City, and Mr Timore would still look like a saint since he was financing her education.
Penelope did not view this sudden change as a vain attempt to break up her and Reiji. As far as she was concerned the two of them were nothing more than close friends. She was a very 'go-with-the-flow' kind of girl and just resigned herself to whatever life threw her way. She saw the changes as a mixed blessing. She would no longer be able to speak with Reiji on a daily basis, however upon her graduation from Liberta she would become a world-class duelist and hopefully be able to impress her dearest friend. With a bit of a heavy heart, but also eager to begin the next phase of her life, Penelope boarded the plane that would take her to Silvershine International Airport.
